The Global
Environmental Facility (GEF) and the GEF NGO Forum in Cape
Town, 29-30 August 2006
Funding was availed to hold a side event during
the 3rd GEF Assembly held in Cape Town, South
Africa. With
little Funding, the event was well coordinated and achieved a
lot.. Thanks for
the excellent networking by ZERO’s Director, that saw, some
top flight presenters and facilitators participating without
any payment. On
28 August, the GEF NGO Forum was held in South Africa.
This was a resounding success.
Civil
society participation in the implementation of GEF projects
and its involvement at the Council Level reflects a positive
step in the right direction in building trust and confidence
between NGOs and Governments around the world.
The
goal of the GEF NGO Forum “Turning Policy into Reality: From
the Ground Up” was to raise awareness of global
environmental issues which have a negative impact on
sustainable livelihoods, and poverty eradication and to
stimulate a fruitful and focused dialogue and exchange amongst
participants.

The
Zimbabwe Sustainability watch network today Launches it first
issue of the MDGs electronic newsletter. The
MDGs
e-Monitor Newsletter welcomes the exchange of ideas and
experiences from all disciplines and viewpoints and from
different stakeholders ranging from civil society,
policymakers, UN agencies and grassroots communities.
It
also aims at complementing government's efforts towards
meeting the MDGs by commenting on various policy issues that
are likely to impact on MDGs attainment.
Stakeholders
wishing to take part in this dialogue are invited to comment
on articles published in the MDGs
e-Monitor newsletter and contribute articles for possible
publication. They can do so by contacting the publishers at:

Budget
Monitoring and the Millennium Development Goals
The
Zimbabwe Sustainability Watch Network held a two-day training
workshop from May 30-31 2006 to demystify the budget and
transform it into a powerful tool for holding governments
accountable for the achievement of the MDGs.
The
workshop attracted Civil Society, United Nations and
Government Officials as well as the Media.

ZERO Regional Environment was invited by the Trades Centre to participate at the
regional trade Workshop to exhibit and participate in the
deliberations. The exhibition was held on 14th September,
whilst the workshop commenced on the 15th and ending on
16th September 2005.
Millennium
Development Goals Campaign

On
8th September , His Excellency, the Hon. Robert Mugabe, officially launched the MDG Progress
report.
In
an effort to meet the aspirations of Zimbabwe and its
citizens, the government of Zimbabwe put together a Policy
framework report on poverty alleviation (MDG report) as a
requirement of the United Nations. This MDG progress report is
essential for translating government’s vision into action.
Although, in Zimbabwe, the development terrain has not been dynamic and
fluid, efforts have been made to make sure that the government
fulfils its commitments.
This historic event was hosted by the
Ministry of Public Service, Labour and Social Welfare in collaboration with the
United Nations Development Programme (UNDP), at
the Harare International Conference Center.
Civil
Society’s participation
The
Zimbabwe’s CSO heads from ZERO, the Institute of
Water and Sanitation, IUCN ROSA, COMMUTECH, AFRODAD, Trades
Centre, ZOIC, ZWRCN, SAFAIDS, NANGO, Girl Child Network,
and parastatals such as the Rural Electrification Agency
were also present. Their organisations and CBOs
like Kunzwana and ZWB just to mention a few, had an opportunity to raise their
organisational profiles through exhibition.
This launch provided the
CSOs the
space to showcase what they
are doing in meeting the Millennium Development Goals.
by way of displaying their
publications and other materials depicting their activities.
ZERO successfully hosts MDG Policy Monitoring Training
Workshop for CSOs (31 May 2005)
As the
Zimbabwean Sustainability Watch Project partner and contact,
ZERO hosted a successful one day MDG Policy Monitoring
Training workshop on 31 May 2005.
Mr. Cornelius Kazoora from Uganda, a consultant with
SUS Watch, facilitated the training workshop.
The workshop
was aimed at increasing the capacity of participants and their
national networks on MDG policy monitoring, to improve the
confidence and skills of participants for advocacy.
The target
group was the eight Civil Society Organisations MDGs thematic
leads. The
well-attended workshop had its 16 participants including
senior officials from the Government, Ministry of labour (MDG
hosting Ministry), United Nations Development Programme, MDG
thematic leads within CSOs and several key representatives
from CSOs. What
was unique was the present of government, and UNDP Officials.
UNDP, Government (MDG office), and CSO all presented at
the workshop.
Of
interest was the presentation by government and the
facilitator on the Framework for Understanding sources of
Barriers in implementing the MDG goals 7 with its relation to
goals 1 and 8. The
Ugandan facilitator indicated that Zimbabwe’s Civil Society
and Government are very unique as compared to other countries.
The partnership is very eminent in a situation
that is usually expected to be antagonistic. read report

monitoring Training workshop
Capacity strengthening of the Least Developed Countries for
Adaptation to Climate Change (CLACC)
Fellowship Programme for Southern Africa
(2005)
From
10 April to 13 May 2005, ZERO
Regional Environment Organisation (ZERO)
coordinated a regional Adaptation to Climate Change
Programme within the SADC Region with support from RING and
IIED. Following a successful programme planning with RING and
IIED, ZERO signed Memorandum of Understanding with CURE (Malawi), GED from (Mozambique) and EECZ from (Zambia) to
undergo a Fellowship Programme on Climate and Adaptation for a
period of six weeks in Harare, Zimbabwe.
The
CLAAC Fellowship Programme was aimed at building the capacity
of civil society organizations in 12 LDCs, on issues relating
to adaptation to climate change. The programme that was
initially supposed to start on the 19th of March 2005 finally
took off from 10th April 2005 for an estimated
period of six weeks hosted by ZERO in Harare, Zimbabwe. The
fellowship attracted three participants from Mozambique by the
name Albetina Bambaige from GED, Zambia represented by Dr.
George Kasali of EECZ and Malawi represented by CURE. Zimbabwe
though hosting it is not listed as a Least Developed Country
hence did not have a representative for this fellowship.
CLACC
Fellowship Programme in Europe (2004)
This
fellowship programme came as a precedent of yet another
fellowship which saw four regional
CLACC/RING Fellows being supported to spend two months each in
Europe in the first half of 2004. They were: (i) Victor
Orindi from ACTS who was at CICERO in Oslo, Norway, (ii) Mozaharul
Alam (Babu) from BCAS who was at IIED, UK and (iii) Johannes
Chigwada from ZERO who was at PIK, Potsdam Germany. All
three of them also attended the subsidiary bodies (SB20)
meeting of the UNFCCC in Bonn, Germany in June 2004. The
fourth CLACC/RING Fellow, Salimata Wade from ENDA will
be spending her time with SEI, Oxford and IIED, London in
2005. All four CLACC/RING regional Fellows attended COP10 in
Buenos Aires, Argentina in December 2004.
Working
Towards Zimbabwe Civil Society Millennium Campaign
Civil Society Organisations in Zimbabwe
held a two-day (7-8 July 2004) workshop to develop strategies
towards the launch of national level campaigning on the
Millennium Development Goals (MDGs) in Zimbabwe. The just
ended workshop was held at the Sheraton Hotel, Harare,
Zimbabwe. The workshop was organised by Mwengo and ZERO
Regional Environment Organisation.
The workshop brought together
multi-stakeholder civil society, the academia, media,
corporate sector, faith based organisations, technocrats,
representatives of the United Nations, government and
development agencies to engage in dialogue and discuss around
vital issues regarding MDGs, and more specifically, the
Millennium Campaign for Zimbabwe.
Salil Shetty, who was recently appointed
Millennium campaign Director to spearhead advocacy, stimulate national debates and civil society networks and social
movements, attended the just ended

ZERO, the Regional
Secretariat for CORN has published
an Information pack, with
four (4) fact sheets focusing on
the economic role of cross
border trade, challenges faced
in the sector as well some
solutions to it.
This Information pack is a synthesis of the critical issues
emerging from Cross Border Trade in SADC. It is
composed of a series of fact sheets targeting local and
regional partners in trade and development.
It focuses on the challenges faced in cross border trade
as well as exploring possible solutions to these
challenges. Some testimonies from cross border traders
operating in SADC countries are also included.
The Information pack will be launched at a date to be
announced soon. This is a unique launch in that it will
be launched in the six (6) CORN countries on the same date and
at the same time.

POST
WSSD INITIATIVES
As a
follow up to the World Summit on Sustainable Development (WSSD),
ZERO Regional Environment Organisation organised two
workshops. The first was a Post
WSSD Agenda Setting workshop, held on the 17th September
2002 in Harare, whilst the other one dubbed "Post
WSSD Think Tank Reflection" Workshop was held at the
Wild Geese Lodge in Harare on the 5th December 2002.
ZIM CSO Workshop
Coordinated
by ZERO, the Zimbabwe CSO converged to attend a workshop
entitled "Sustainable Development Framework for Action: A
Zimbabwean Civil Society response", 5th-7th August 2003,
Meikles Hotel.
The
workshop objectives were to:

on the WSSD outcomes
- Present
the post
WSSD think tank reflections
- Develop
a five year Civil Society response programme to the JPI,
MDGs and NEPAD
- Set
up a civil society institutional framework for
operationalising the JPI, MDGs and NEPAD
- Source
